NAPOLCOM increases allowances and incentives of PNP uniformed personnel

The National Police Commission (NAPOLCOM) approved the increase of the collateral pay and other allowances over and above the basic pay and longevity pay of the uniformed members of the Philippine National Police (PNP).
This was announced by NAPOLCOM Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao after the Commission en banc issued Resolution No. 2018-340, dated July 11, 2018, which approves the increase of said benefits, thereby amending Section IV-B of NAPOLCOM Resolution No. 91-18 which provides for the rationalization of the allowances of PNP uniformed officers.


“Such amendment is necessary as the collateral pay and allowances provided under Resolution No. 91-18 are no longer practical and realistic since the rates provided therein were authorized and granted in 1991,” Atty. Casurao said.

PNP uniformed personnel shall now receive significant increase in collateral pay and allowances, and other benefits, as follows: Hospital Subsistence Allowance (for police personnel who are treated as in-patient in PNP hospitals and dispensaries); Additional Subsistence Allowance (for those who are engaged in search, rescue, retrieval and civil disturbance management [CDM] operations, and those who provide security on vital installations); Training Subsistence Allowance (for those who undergo local training); Hazardous Pay (for those who are exposed to occupational hazards or hazardous jobs involving high risk of losing life, limbs or likely deterioration of health); Radiation Hazard Pay (for those assigned to PNP hospitals, dispensaries and laboratories); Incentive Pay (for licensed professionals who joined the PNP and assigned to the Medical, Veterinary, Dental, Nursing, Legal, Air Unit and Engineering); Instructor’s Duty Pay (for those assigned to PNP training schools/centers or detailed with the PPSC); Specialist Pay (for those who are not assigned to critical areas but who demonstrate efficiency through skill, aptitude, training and experience and knowledge of specific police duties and specialties); Flying Pay (for pilots and crew of aircrafts whose duty requires regular and frequent aerial flights); Sea Duty Pay (for those assigned to the PNP Maritime Group and any PNP unit who are required to render official duties on board any watercraft/vessel); and, Hardship Allowance (for those assigned to police stations which are considered isolated and inaccessible by normal air, water or land transportation.

The increased rates in the Combat Duty Pay and Combat Incentive Pay took effect last September 1, 2016 pursuant to President Rodrigo Duterte’s Executive Order No. 3 directing the increase of the said incentive pay for the uniformed personnel of the PNP and the Armed Forces of the Philippines (AFP).

Considering the uniqueness of the mission and functions of the National Capital Region Police Office (NCRPO) vis-à-vis its area, which is Metro Manila, all uniformed personnel assigned to the NCRPO Headquarters (provided they are not on detail or detached service status) and the five Police Districts in NCR shall receive NCRPO Incentive Pay. On the other hand, members of the PNP Special Action Force (SAF) shall be given SAF Incentive Pay due to the uniqueness of the SAF mandate.

Police personnel are also given different types of clothing allowance: Special Clothing Allowance (for those detailed to special duties as aides-de-camp, escorts and honor guards, PNP Band members and Base Police); Additional Laundry Allowance (for those who undertake frequent appearance in public affairs and frequent attendance at ceremonies, and those assigned to units that require wearing of presentable uniform at all times); Cold Weather Allowance (for those assigned to cold places where cold weather clothing is necessary); Winter Clothing Allowance (for those on schooling and training abroad); Initial Clothing Allowance (for new PNP recruits); and, Replacement Clothing Allowance (for all PNP non-officer members).

Meanwhile, in the event of death of a uniformed member of the PNP, regardless of the circumstances, a Burial Allowance in the amount of P20,000.00 shall be given to the bereaved family.
“The Commission finds the increased rates in the incentive pay of PNP uniformed personnel timely and reasonable considering the general increase in the prices of commodities due to the present economic condition, the recent increase in the monthly base pay of the police, and other operational and administrative necessities in carrying out the mandate and mission of the PNP,” Atty. Casurao said.
