When is the definite release?
The release of the PNP PBB is on or before the SECOND WEEK of December 2016. Further delay was encountered due to the exclusion of 16 units with 81 personnel due to non-submission of PhilGEPS requirements which was required by the AO 25 Secretariat and the DBM.
 
Is the List Circulating online true?
The purported list of the PNP PBB for 2015 circulating around is NOT the list of the PNP PBB for FY 2015. That list is inaccurate, most of the amount and some unit assignments reflected in the list were edited/replaced (maybe to make it appear different from the source, which is the 2014 PNP PBB and thus making the viewer believe that it is different). Names and payslip account numbers are correct though and as such should have been treated as confidential. same treatment as with the PNP alpha list.
That fake list circulating contains only 128k plus eligible personnel.
As of December 31, 2015 the number of PNP filled positions is already 169,444 This number includes retired and separated personnel who either retired, died, resigned and newly hired personnel for FY 2015. There are, however, 161,713 PNP personnel who are eligible to receive the 2015 PNP PBB, this includes those who have rendered at least three (3) months of service.
 

Will the List for 2015 PBB be released?
All alpha list such as the PNP PBB for FY 2015 is treated as confidential. So, it will not be released.

How would I know if i’m in the list?

If you want to know if you are included, please coordinate with your respective admin officer. As stated above if you were not guilty of criminal and/or administrative cases filed against you and meted penalty in FY 2015, and you have submitted your IPER for FY2015 and 2014 SALN and you were endorsed by your unit admin, then you are eligible.

Who/how many are not eligible to receive PBB?
On the other hand, there are 7,731 PNP Personnel who were not eligible for the grant of the PBB broken down as follows:
a) 1,561 PNP personnel who were not able to submit their SALN, IPER and PNP personnel who were excluded from the PBB due to non-submission of PhilGEPS requirements;
b) 5,511 Newly hired PNP personnel who were not able to fulfil the minimum three (3) months of service requirement; and
c) 659 PNP personnel found guilty of criminal and/or administrative cases filed against them and meted penalty in FY 2015.
 
No list for the PNP PBB for FY 2015 was released.
Who are Entitled to receive PBB?
For all those wondering if you are entitled to the 2015 PNP PBB.
the following are the guidelines for eligibility:
1. Must have submitted 1st and 2nd semester 2015 IPER and 2014 SALN:
2. Must have fulfilled the minimum three (3) months of service requirement;
3 Must not be found guilty of criminal and/or administrative case and meted penalty in FY 2015;
4. Must be properly endorsed by Office/Unit admin.
If all four were met, then you are eligible.
 
How about those who are new to the service?

If you are newly hired PNP personnel but were able to fulfil the minimum three (3) months of service requirement then you are eligible.

Why is the release of PBB delayed?

The delay in the release of the PNP PBB for 2015 is due to the delayed submission of requirements. Annually PBB requirements had been steadily gaining in scope and coverage, making compliance more intricate each year. Subsequently, the evaluations conducted by the AO 25 IATF (Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems) of the submitted documentary requirements were also delayed.

To reiterate:
Currently, the expected release of the PNP PBB for FY 2015 is on or before the Second Week of December 2016.
