Mid-year Bonus 2020: Everything You Need To Know (Including PNP, MUPs)

One of the most anticipated among the allowances and bonuses that government employees (PNP and MUPs included) are receiving every year is the Mid-year bonus.

The release of this bonus is very timely as it precedes the opening of classes and enrollment in June.

According to some experts, its release is indeed programmed to coincide with those events. As we all know, the financial burden that tuition, new uniforms, and school supplies can be a big concern for the parents.

Past practice of Mid-year Bonus payout

In the past, the Mid-year bonus is actually the other half of the Year-end bonus. What the budget department and finance offices of each agency did was divide the Year-end bonus in two.

Then, they will release one half as Mid-year bonus and the other half as Year-end bonus.

This was done with the end goal of easing the financial burden of employees as mentioned above.

The Year-end bonus was created and mandated by Presidential Decree (PD) 851. It requires all employers (Government and Private) to pay an equivalent of one (1) month basic pay to their employees every end of the year.

Year-end bonus is also called 13th Month Pay.

Present practice of Mid-year Bonus payout

The present practice of Mid-year bonus payout has changed when Executive Order (EO) 201, series of 2016.

Section 4 of EO 201 states that:

a Mid-Year Bonus equivalent to one (1) month basic salary as of May 15, shall be granted to those who have rendered at least four (4) months of satisfactory service and are still in the service as of the same date, to be given not earlier than May 15 of every year.”

To highlight, since 2016, all qualified government employees have been enjoying this enhanced Mid-year bonus.

How much will you receive?

For 2020 Mid-year bonus, it will be based on the base pay provided by the 2nd tranche (2019) of salary increase under Joint Resolution No. 1.

Based on the above discussions, if qualified, you will receive the following as Mid-year bonus:


Important note: the Photo above showing the Basepay per rank contains a typographical error. The Basepay of PCpl is Php 30,867.00 and NOT Php 30,261.00 as shown in the photo. Our apologies po.

Remember though, that based on existing law, it will be released NOT EARLIER THAN May 15, 2020. It has YET to be announced if this will be changed due to COVID-19.

Are you qualified to receive?

The requirements for you to be qualified to receive the Mid-year bonus is pretty straightforward. It was mentioned already above, but we’ll break it down to bite size pieces here.

The Mid-Year Bonus equivalent to one (1) month basic salary as of May 15, 2020, shall be granted to PNP personnel who:

  1. have rendered at least four (4) months of satisfactory service; and
  2. are still in the service as of the same date (May 15, 2020).

Simply put, the first requirement meant that you must have served (satisfactorily) a total of 4 months or more to qualify.

This 4 months of satisfactory service must be within the period of July 1, 2019 to May 15, 2020.

On the other hand, the second requirement is pretty obvious. You need to be still in the service on May 15, 2020 to qualify.

How about personnel with cases?

In 2018 news report by Inquirer, PGEN Albayalde said that those who have pending administrative cases may still receive their bonuses. On the other hand, those who were already penalized for administrative cases with penalty higher than reprimand are not eligible to receive the bonus.
