Every end of year, aside from the usual expected Year-end bonus, another projected receivable is the Performance Based Bonus or the famously called PBB.
Now, based historically, the 2018 PBB was supposed to be received last December 2019.
But that was not the case. You see, there is an Interagency Task Force (IATF) for PBB and it serves as both an approving authority and oversight committee to validate the compliance of each individual agencies, to determine the individual agency’s eligibility to receive the PBB.
The basis of IATF are the parameters set by the Guidelines on the Grant of 2018 PBB. You can get a copy of this issuance in the internet.
PNP Failed the Initial Validation
It turned out, the PNP failed the initial validation because it was not compliant and/or partially compliant.
The reason? Some units and individual personnel failed to comply or were only partially compliant. And it dragged the whole PNP.
The PNP Appealed
As we know it, the PNP PBB focal person and focal office appealed and requested for a reassessment. This was granted.
On February 12, 2020, PNP representatives and Composite team from AO25 representing IATF to discuss the Streamlining and Process improvement requirement.
Subsequently, PNP was able to submit all required documents on February 27, 28 and March 6, 2020.
On March 16, 2020, the result of the reassessment was forwarded to the Composite Team.
As of March 17, based on an official email from AO25 secretariat, they were Finalizing the Result of Final Validation of PNP.

Final Result of Validation: Review Ongoing
On March 20, 2020, known reliable source for PBB updates, Cornelio Soquera Beluso posted on his Facebook Group, PNP PBB, an update.
According to Beluso, the information came from AO25 Secretariat re PNP Status of Requirements and is recent as of 9:45 AM March 20,2020.
The AO25 Secretariat message read as follows:
“Based on the results of validation of the IATF, the PNP SATISFIED the requirements and is ELIGIBLE for the grant of FY 2018 PBB.”
“However, the unit/person responsible for the partial compliance to the PhilGEPS Posting and non-compliance to the FY 2018 APP non-CSE requirements should be isolated and excluded from the FY 2018 PBB ranking.”
“Please be informed that we are currently finalizing the review of PNP’s Result of Final Validation for FY 2018 before it will be routed for signatures of our principals. In this regard, may we humbly request that the PNP initially prepare and submit to the AO25 Secretariat it’s Form 1.0 and PBB evaluation matrix.”
The PNP have already submitted in advance the Form 1.0 and the PBB Evaluation Matrix last October 2019 to OPCCB, DBM.
The PNP will edit (to conform with the ISOLATION and EXCLUSION requirements of the IATF) and forward the edited form and matrix as soon as the list of PNP personnel who will be isolated is finalized.
As for the date of release, first it will be dependent on the time it will take for the signing by IATF principals of the final Result of Final Validation for FY 2018 and Secondly, on time it will take for the DBM to release the amount requested.
UPDATE 1 – AS OF 20 MARCH 2020:
In a post, Cornelio Soquero Beluso clarified that “Those who will be isolated and excluded are the FY 2018 BAC Members and Secretariats ONLY of those Offices/Units and NOT the WHOLE Office/Unit.”

Aside from the above mentioned reasons for the delay, as was already stated in the PNP PBB FB group, Since the onset of the PBB last 2012, annually PBB requirements have gradually increased and have become more stringent.
For 2018, the requirement on streamlining was added. Frontliners of the PNP were required to submit their respective streaming efforts. The PNP has numerous Frontline services. e. g. Firearm licensing, police clearance, vehicle clearance, PTC etc.
The composite team of the IATF had a hard time in assessing those processess of all government agencies, one reason is the fact that this is a new requirement for the annual PBB, secondly, the data on the services that they have to review is voluminous.
In short, the stringent and thorough review and evaluation of PBB requirements by the IATF caused the delay in the result of the evaluation.
UPDATE 3 – AS OF 08 APRIL 2020
In a post, Beluso gave an update regarding the PBB 2018. Read it below:
Please wait just a little bit more for the release of the PNP PBB for FY 2018. It won’t be long now. The revised Form 1.0 and PBB Evaluation Matrix was already submitted to the IATF. Below is a message from the AO25 Secretariat last April 7, 2020.
“Please be informed that we have just forwarded to OPCCB the final/signed copy of documents sent by PNP on April 5, 2020 for review.
In addition, please be informed that we are still currently finalizing the Result of Final Validation of PNP for final review. This was already routed for revision last week and yet to be released before this will be routed for signatures of the principals. Once completed this will be forwarded to DBM for processing. Rest assured that we will inform you of the developments on this matter.”
UPDATE 4 – AS OF 20 APRIL 2020
An informant relayed an update about the PNP PBB today. According to the message:
“Nababasa ko po kasi yung iba parang ayaw maniwala na meron pa PBB. Ito po ang message ni sir Gerald Janda from the Organization, Position Classification and Compensation Bureau ng DBM.”
The update is in the form of email from Sir Gerald Janda of Organization, Position and Compensation Bureau of DBM.
Mr. Janda’s email said that the “(t)he DBM-OPCCB already evaluated the submitted Form 1.0 and Evaluation Matrix of the PNP. We have forwarded our Memorandum on the matter to the Office of our Functional Group Head for approval. Thereafter, we will forward the same to our Operations Bureau for the preparation of the requisite SARO and NCA for the purpose.
