JULY 1, 2018 SALARY INCREASE? FACT OR FAKE NEWS?!

Hi! It’s me again! Marinong Pulis, ang inyong lingkod and I’m here to promote positivism in an appropriate way. 🙂  

It’s been a while since the last time na nakapag-post ako dito on matters or issues related to PNP. One main reason was that I have undergone the Officers Advance Course.

It has finally ended and the timing couldn’t have been more perfect than this because of the trending topic in the Facebook Group “Police Digest sa FB” about the supposed “increase” in the base pay this coming July 1, 2018.

So, the million dollar question is:

IS THE JULY 1, 2018 SALARY INCREASE? FACT OR FAKE NEWS?!

JULY 01, 2018

The said supposed “July 01 increase” has been shared several times in the past and I had been refuting some in the comment sections where these were posted.

Pero ang tibay neto, hindi namamataymatay ang issue. There are 2 main sources of this, which I will show below:  

1.) The most common, that I am certain you have already encountered on social media, is this:

I believe that these 2 posts, while presented in two separate photos,  are very much related to each other. Below, I placed the 2 photos side by side to let you see the difference.

Same Figures

Apparently, pareho lang ang figures sa dalawang source na ito. Some would say na the other photo on the left validates the one on the right which came out first (as early as March 23, 2018 based on the time stamp).

But my answer is a big NO.   

Why? Because the first photo is heavily flawed. Madaming butas. Madaming mali. and the worst part is kinopya lang naman yung data nyang photo on the left galing sa data ng photo on the right.

It is safe to say na pareho lang sila, while hindi ko alam kung sinadya bang tanggalin ang reference sa second photo.

Flawed at First Sight

Now, I would like to direct your attention to some of the more obvious flaws of these 2 photos:

  1. All figures are ending in “800”. I’m not sure about you ha, pero eto palang dead give away na para sa akin na hindi ito pinag isipan na mga numero. Based on the past salary increases, may basis lagi and may logical explanation ang mga figures. This just seems to go against any logic.
  2. The salaries of PDDG and PDG rank are the same at Php 282, 800. Alam naman natin guys, na ang ranks system natin ay naka-anchor sa Salary Grade na controlled ng CSC and the corresponding PNP Rank and its Base salary ay dependent sa kung anong Salary Grade nya. This doesn’t need any explanation.
  3. RFSO19. May Regional Finance Service Office 19 po ba?
  4. PRES. RUDRIGO ROA DUTERTE? Wrong spelling pa?

Siguro sasabihin nyo, So what?! Pwedeng typos lang! [Sobrang daming typos naman, in fairness! :)]

And for that argument, based on the above flaws I did a more serious fact-checking to prove that my point is valid.  

Saan umiikot ang fact-checking natin?

Edi sa basis nung kumakalat na isyung ito. According to them, ang Salary Standardization 5 dated July 01, 2016 under SENATE BILL No. 1689 daw ang dahilan ng salary increase na ito.   

Let’s discuss it at himay-himayin natin ito.

Unang-una, “Senate Bill 1689” is in itself, not a law nor was it passed into law.

Fake news po yan. Dahil ang “Senate Bill 1689” ay na file nung September 16, 2013 by Senator Trillanes at ang legislative status nyan ay consolidated to committee report.

Ibig sabihin, naisama yan sa ibang proposed bill ng salary increase. Please verify the photo below (Figure no. 4) na galing sa official website ng Senate of the Philippines.

Take note that the Bill title is “Salary Standardization Law 4.”

If you’ll ask kung ano nangyari sa bill na yan ni Sen. Trillanes, well as shown by its legislative status, na-consolidate sya or naisama sa Committee Report.

Pero dahil malakas kayo sa akin, I dug deeper at ito ang nakuha ko. Appearing in the news on January 18, 2016, is the approval of the Senate Bill No. 2671:

Apparently, 3 years after its filing and later after being consolidated into the committee report, naging Senate Bill na sya at naipasa actually para maging batas.

Unfortunately, hindi ito na pirmahan at hindi naging isang pormal na batas.

Instead, inilabas ni then President Aquino ang Executive Order No. 201, s. 2016. That E.O. served the purpose of the Supposed SSL 4 na hindi naging batas. At alam nyo na siguro ang kwento kaya hindi ko na yan idi-discuss.  

Gusto ko lang po i-emphasize na:-wala pong na-i-implement na batas na senate bill pa lang.
-yung bill number ay imposibleng maulit muli on a same title kapag nire-file ng isang senador.

Technical Analysis

Kung ayaw nyo po ng technical na mga bagay, you may proceed sa dulo ng post na ito kung saan naroon ang verdict or hatol natin sa isyung ito.  

Isinailalim po natin sa technical analysis ang mga pictures na na-i-post sa social media. Gamit ang Fotoforensics na isang analysis tool, narito po ang resulta.

In Figure 6, I subjected the Figure 1 photo sa Error Level Analysis because some commenters sa social media suggested that this might have been edited para i-insert yung mga figures na yan. But the analysis result is not conclusive.

Dapat kasi hindi uniform yung level of brightness ng mga puti na patches na yan para masabi nating manipulated ang photo sa Figure 2.

Pero sobrang labo nung mga white patches na yan. so not conclusive kung manipulated ba ang photo o hindi.   

Although, Masasagot ng Figure no. 7 kung bakit naging not conclusive tayo. The photo’s JPEG quality is low at 71% quality lang and considering na din na na-download ko lang from FB ang na-analyze natin.

And since low quality ang photo, yung Error Level Analysis natin ay hindi rin lalabas ang result na hinahanap natin.

Now, idinaan din natin sa Reverse Image Search ang photo sa Figure 2 para malaman natin kung may ibang version ba ito online. And I came in negative.

Pero ano ang inference natin mula sa mga nasabing basic technical analysis?

Well, first and foremost, walang ibang version ang photo so meaning bago lang ito. kahit kasi edited ang photo, lalabas at labas padin sa reverse search yang source nun.

Kahit na not conclusive ang ELAnalysis, personally, naniniwala akong originally uploaded ang source ng photo na nasa Figure 2 pero siguro ito ay either na-print screen nung nag upload or ilang beses na na share sa social media at pinagpasapasahan na.

Another reason is, the Facebook strips the hidden information of the images once you upload it to their platform at kapag na-download mo ito, babagsak ang JPEG quality.  

Second, Kung tama ang opinion ko na original itong photo ng in-upload, may gumawa nito, ang tanong, sino or sinu-sino at ano ang kanilang motibo.

No Law, Not in GAA for 2018

Lagi po nating tandaan na ang mga salary increases na yan ay naiimplement na may batas na basehan.

Ang salary increase na natatamasa natin ay pinagtibay ng Joint Resolution No. 1 na ipinasa ng Lower and Upper House at pinirmahan ni Pangulong Duterte noong January 01, 2018.

Ang Increase ay nangangailangan din ng malalaking pondo. Hindi po nama-magic ang source of funds. Especially na BILYON po ang pinag-uusapan natin dito.

Normally, batas din ang pinanggagalingan ng pondo. Ito po ang General Appropriations Act or GAA.

Sa latest na GAA, wala pong indikasyon na may budget para sa Mid-year Salary Increase. Shown below is the portion of 2018 GAA na appropriated para sa PNP.

The Verdict

Walang matatag na basehan ang increase na sinasabi nilang papasok ngayong July 01, 2018 dahil ang mga sources nila ay napatunayan nating flawed at mali mali.

In other words, fake news yan. Deliberately, pinalitan ang ibang info nung txt na yun, ginawang July 2016 ang filing date, when in fact, 2013 yan nai-file at pumasok lang ng 2016 in the form of Senate Bill 2671.

Malaking katanungan lang ay kung sino ang nagpapakalat sa mga maling impormasyon na ito at kung ano ang motibo nila.

Edit:

Somebody told me na isa sa mga nagpapakalat ng balita about sa increase ay ang mga financial institutions na alialigid sa Crame.

Ito ang panghatak nila para mangutang ang ating mga kabaro, dahil may paparating namang increase, sasabihin nila.

Kung iisipin, may credence ang argumentong ito. Pero since this blog is geared toward facts and truth, hindi natin bibigyan ng gaanong halaga ang impormasyong ito habang wala pang sapat na katibayan. 

Take note po:

Hindi ko sinisisi ang mga nag-upload nito kung sila ay hindi ang original source ng mga pictures na ito.  Lahat po tayo, kasama ako, ay nananalangin ng mas mataas na sahod.

Pero wag naman po tayo papaloko sa mga mali-maling information.  

Sabi nga po ng kakilala ko, ang mga ganitong Fake na Info ay isang malaking litmus paper test para pa measure ang gullibility ng isang tao or to say it bluntly – pagka-uto-uto.

Tayo po ay mga pulis at militar. mas mataas na antas ng critical thinking at analysis sa mga bagay bagay ang inaasahan mula sa atin.   

Definitely, hindi yan magiging totoo.. sorry kung binasag ko ang pag asa ng nakakarami, pero, dun lang tayo sa totoo.  

I am an advocate of TRUTH, CRITICAL THINKING and LOGIC. And I despise “FAKE NEWS”.

Natahimik lang po ang blog na ito dahil tayo po ay nag schooling, pero pangako, babasagin natin ang mga mali-maling impormasyon na kumakalat sa social media.  

Wag nyo din po akong tatawaging NEGATRON kasi hindi po ako negative thinker. Ginamitan po natin ng fact checking, technical analysis, critical thinking at logic ang mga naipresenta natin.  

Ganito po kasi yan, kung naniniwala kayo jan, wala po kaming magagawa. Pero tandaan lang po natin na may line na nag-se-separate sa mga OPTIMISTIC na tao at sa mga UTO-UTO. #FakeNews #AsaSaWala po yan.
