DBM outs implementing guidelines for EO 76

The Department of Budget and Management (DBM) issued Budget Circular Number 575 setting the implementing guidelines for Executive Order 76.

The purpose of the said circular is to set the guidelines, rules, and regulations for the implementation of the 4th tranche of salary increase for the civilian government employees.

This is as stipulated in EO 201, s. 2016, and EO 76, s. 2019.

Entitled “Implementation of the 4th tranche compensation adjustment for civilian personnel in the National Government”, it covers all civilian personnel whether regular, casual or contractual in nature, appointive or elective, full time or part-time in the Executive, legislative and Judiciary.

It also includes those in Constitutional Commissions and Constitutional Offices, as well as those in State Universities and Colleges.

The circular shall take effect starting January 1, 2019.

Temporary fix to get by

As was announced in my previous article, EO 76 was signed by Pres. Duterte to get around the ongoing dispute between higher and lower house of Congress for the 2019 budget.

It merely amended the specific provision on funding source of the 4th tranche of salary increase for civilian employees under EO 201.

MUPs not covered by EO 76

Also discussed in the said article was my analysis of the EO, indicating that only civilian employees are covered and not the MUPs.

This Budget Circular confirms that as the title of the guidelines explicitly provides that this is only for civilian government employees.

Once again, I’d like to end this article with a prayer that hopefully, PDuterte will also sign a separate EO to amend Joint Resolution No. 1, specifically its funding source.
